It is to the Government's advantage if all
IDPs return to their communities because their return will lessen economic burden of supporting them as
displaced persons. The greatest wish of Governor Kashim Shettima is the safe
and dignified return of all internally displaced persons to communities and he
has proved this with the manner he has been consistently committed to ongoing
rebuilding of private homes, police stations, hospitals, schools, water
facilities, markets, council secretariats and other essential services in
communities across 15 local government areas of the State, Isa Gusau, spokesman
to the Governor said in a statement.
Gusau added that already, rebuilding is completed in some
local government areas and in the case of Bama has advanced with most health
facilities, schools, police stations and over 20,000 private homes already
rebuilt. However, much as the Governor wants IDPs to return, he is also
concerned about their safety.
Under a pilot program named The Bama Initiative, the
Federal Government is currently training a special anti terrorism team of
policemen and civilian JTF that will be stationed in Bama to replace soldiers
that are currently there.
The security guards will include Agro rangers who are to
secure farmers in their farmlands. The Federal Government is contributing 67
percent of funding to the project while the Borno State Government is
contributing 33 percent. The project is all encompassing to include rebuilding
of infrastructure and restoration of livelihoods for the economy of Bama.
The Governor has to ensure Bama that there is full return
of civil security before IDPs can return. The Governor actually encourages safe
and dignified return of IDPs but only after putting the right things in place.
You have seen how houses were rebuilt with IDPs resettled in parts of Kaga and
Konduga, Gwoza. Kaga was certified safe for resettlement before IDPs were
allowed to return. This is the policy of the Governor and it is in the best
interest of all citizens.
You might recall that the Governor wanted to close IDP
camps since May, 2016 after he established the Ministry of Reconstruction,
Rehabilitation and Resettlement in September, 2015.
